The Scouts had been told to bring their own toilette paper, but most didn't.  Seth was one of the few who were prepared.  Luckily for the Scouts the adults decided to be nice and buy some extra TP for them.  That was probably unlucky for Seth who could have sold some of his for a bunch of money :-).
